Abstract
The Common European Framework of Reference for Languages(CEFR)has been used for the instruction and assessment of foreign languages in many countries. It is regarded as the useful guideline to describe achievements of learners of foreign languages across Europe.
However, there is little research which investigates effective communications strategies for production skills such as business writing. This paper explores how international business per- sons recognize the relevant communication strategies of English business documents. In partic- ular, the study attempts to develop a questionnaire for statistical analysis, named the Business Writing Strategy Inventory(BWSI). The research project consisted of three stages: an open- ended questionnaire study to identify their general perception of strategy for business writing
(n=116); a pilot factor analysis for selecting test items(N=160); and a final factor analysis to obtain a stable self-reported instrument(N=160). The resulting BWSI includes 8 categories of strategies for business writing.
